HGV Road User Levy Bill passes second reading

Secretary of State for Transport, Mr Patrick McLoughlin, introduced the second reading of the HGV Road User Levy Bill in the House of Commons on Tuesday 20 November 2012.

The Bill was passed and will now be considered by a Public Bill Committee.

The Bill introduces a road user levy from April 2014 for all HGVs (foreign and UK registered hauliers with vehicles) weighing more than 12 tonnes.

The maximum daily charge proposed is £10 and would be set in accordance with Vehicle Excise Duty bands. UK hauliers will receive compensation in their vehicle excise duty (VED) so that most hauliers will be no better or worse off.  

It will be an offence not to pay the levy, for which the maximum fine would be £5,000.
